| RECOMMENDATION: |
It is recommended that the City Council: 1. Conduct a public hearing to allow citizen input and consideration regarding the Proposed Plan for Use of Community Development Block Grant R funds from the United States Department of Housing and Urban Development; 2. Approve a Substantial Amendment to the City's Consolidated Plan and 2008-2009 Action Plan for use of Community Development Block Grant R funds from the United States Department of Housing and Urban Development; 4. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund in the total amount of $1,769,412.00 in Community Development Block Grant R funds. |
| DISCUSSION: |
In a notice effective March 19, 2009, the City of Fort Worth received an allocation of $1,769,412.00 of Community Development Block Grant R (CDBG-R) funds from the United States Department of Housing and Urban Development (HUD). These funds were authorized under Title XII of Division A of the American Recovery and Reinvestment Act of 2009 (Recovery Act) with Congress designating $1 billion in CDBG funds for distribution to almost 1,200 grantees. Funding available under the Recovery Act has clear purposes – to stimulate the economy through measures that modernize infrastructure, improve energy efficiency, and expand educational opportunities and access to health care. In order for the City to receive these CDBG-R funds, it must submit a Substantial Amendment to its Consolidated Plan and 2008-2009 Action Plan to HUD by June 5, 2009. The Grant Agreement is expected to be executed by July 2009 and the City has until September 30, 2012, to use all funds. Recommended Use of Funds From the $1,769,412.00 available to the City, staff is recommending that $176,941.20 be set aside for administration which represents the 10 percent allowed for this use under the CDBG-R regulations. Staff is recommending that the remaining $1,592,470.80 be used for construction of public facilities improvements - sidewalks located in CDBG-eligible areas to benefit low and moderate income and handicapped residents. The proposed locations are shown on the attached exhibit. |

The Financial Management Services Director certifies that upon approval of the above recommendations, award of the grant, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. |
