Approval is requested for Emergency Purchase Orders issued for emergency repairs to two Aerial Ladder Trucks. The first vehicle is a 2003 American LaFrance Fire Truck, Equipment No. 2340027, Quint 16. The vehicle was protecting another Fire Company covering a freeway incident when it was involved in a collision. The unit sustained extensive damage that requires repair. Fire Department staff obtained the price from Metro Fire Apparatus, which is capable of and specializes in repairing this type of equipment. The second unit is a 2004 LaFrance Fire Truck, Equipment No. 2340029, Quint 21. The vehicle was severely damaged when its ladder came in contact with high voltage lines. The damage was to the main mount and swivel on the base of the ladder and the electrical controls for the ladder unit. The unit will need to pass UL 914 to be recertified back into service and Scott Fire Apparatus can provide this repair service. The Fire Department staff obtained pricing from Scott Fire Apparatus which specializes in repairing this type of equipment.
These repairs could not be delayed because these vehicles are part of the Fire Department aerial fleet with the purpose of helping to protect the public health and safety. The loss of the two Aerial Ladder Trucks reduced the reserve capacity to 50 percent of the equipment fleet reserve. These purchases are exempt from the competitive bid process by Texas Local Government Code 252.022(a)(2) as procurements necessary to preserve or protect the public health or safety of the municipality's residents. Authorization to proceed with the emergency repairs was reviewed and approved by the City Attorney's Office and the City Manager's Office.
