SUBJECT:   Authorize the Execution of Contracts with Fort Worth Star-Telegram-Fort Worth Metro, Fort Worth Star-Telegram-Northeast Metro, La Vida News - The Black Voice and DFW Network for the Printing and Publication of the City News for a Projected Cost Not to Exceed $106,375.36

RECOMMENDATION:

It is recommended that the City Council authorize the City Manager to:
  
1. Authorize the execution of contracts for the printing and publication of the City News with Fort Worth Star-Telegram-Fort Worth Metro, Fort Worth Star-Telegram-Northeast Metro, La Vida News - The Black Voice and DFW Network from October 13, 2009, to October 12, 2010, for a projected cost not to exceed $106,375.36; and
  
2. Authorize an optional renewal of the aforementioned contracts for two additional one year periods, subject to budget appropriation, in an amount not to exceed $106,375.36 annually.

 
DISCUSSION:

The City of Fort Worth will publish weekly information on municipal matters and activities. The City began publishing information in the Fort Worth Star-Telegram-FW Metro Edition in July 1994, after citizens recommended the City improve communications on its services, policies and procedures. The content of the City News reflects current issues of importance and is produced by the Community Relations Department.
  
The City News will also be published in the Northeast Edition of the Fort Worth Star-Telegram.

No award for the printing and publication of City News in Spanish will be made at this time. The Spanish printing and publication will be re-bid.
  
M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Community Relations Department and approved by the M/WBE Office because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible.

The Texas Local Government Code, Section 252.022 (a)(16) exempts advertising other than legal notices from the competitive bid process.

The Financial Management Services Director certifies that funds are available in the current operating budget, as appropriated, of the General Fund.
