Authorize the Direct Sale of Tax-Foreclosed Properties Located at 5401 Geddes Avenue, 5404 Geddes Avenue, 5412 Geddes Avenue, 5429 Geddes Avenue and 5431 Geddes Avenue to Opening Doors for Women in Need for $6,261.42


RECOMMENDATION:

It is recommended that the City Council:
  
1. Authorize the direct sale of tax-foreclosed properties located at 5401 Geddes Avenue, 5404 Geddes Avenue, 5412 Geddes Avenue, 5429 Geddes Avenue and 5431 Geddes Avenue to Opening Doors for Women in Need in accordance with Section 34.05 of the Texas Tax Code for a total sales price of $6,261.42; and
  
2. Authorize the City Manager, or his designee, to execute and record the appropriate instruments conveying the property to complete the sale.

 
DISCUSSION:

The City of Fort Worth (City) received the below referenced property through a Constable's Sales as a result of several tax foreclosure suits. The City is authorized to conduct a direct sale of tax-foreclosed property to a buyer for the lesser of the market value specified in the judgment amount of foreclosure or the tax judgment amount plus any accrued court costs. A written confirmation of intent to purchase the property was received from Opening Doors for Women in Need and Project 44, non-profit organizations that provide assistance to single mothers and homeless women. They plan to start a community garden on these lots located in a cul-de-sac near Lake Como.
  
Staff recommends selling the property to Opening Doors for Women in Need. As part of the property sale, staff will request the release of all existing City liens filed and collect authorized property management fees. Staff will also request that the Financial Management Services Revenue Office prorate labor charges attributable to the property described below so that the property may be conveyed free of encumbrances. Opening Doors for Women in Need is responsible for all closing costs on this transaction.
  
The Planning and Development Department has reviewed the current zoning of this property and determined that the zoning classification is compatible with respect to existing land use, the existing land uses of the surrounding neighborhood and future land use designations indicated by the Comprehensive Plan.
