The purpose of this M&C is to accept land and facility improvements for a new park in north Fort Worth in accordance with the Neighborhood and Community Park Dedication Policy. The 15.552 acres of parkland is a portion of the park dedication required for the Heritage Addition subdivision. D.R. Horton-Texas, Ltd., Engle Homes/Texas, Inc., TOUSA Homes, Inc., and Morrison Homes of Texas, Inc., (the Developers), worked with the Parks and Community Services Department to provide suitable parkland and amenities to serve this development. The 15.552 acre land dedication satisfies the neighborhood and community park land requirements for preliminary plat (PP-002-014). The legal descriptions are as follows: A 0.507 acre tract of land situated in the Walter R. Converse Survey, Abstract No. 248, intending to be all of Lot 20x, Block 71 and being a portion of that tract of land as described by deed to Engle Homes/Texas, Inc., recorded in Volume 15751, Page 227, Deed Records, Tarrant County, Texas. A 0.905 acre tract of land situated in the Eli W. Shriver Survey, Abstract No. 1455, and the Walter R. Converse Survey, Abstract No. 248, intending to be all of Lot 12x, Block 80 and being a portion of that tract of land described by deed to D.R. Horton-Texas, Ltd., recorded in County Clerk's Instrument No. D204401145, Deed Records, Tarrant County, Texas. A 0.337 acre tract of land situated in the Walter R. Converse Survey, Abstract No. 248, intending to be all of Lot 1x, Block 71 and being a portion of that tract of land as described by deed to Engle Homes/Texas, Inc., recorded in Volume 15751, Page 227, Deed Records, Tarrant County, Texas. A 2.481 acre tract of land situated in the Eli Shriver Survey, Abstract No. 1455, being a portion of that tract of land in Block 66 as described by deed to TOUSA Homes, Inc., formerly known as Engle Homes/Texas, Inc., and recorded in Volume 15751, Page 227, Deed Records, Tarrant County, Texas. A 2.770 acre tract of land situated in the Eli W. Shriver Survey, Abstract No. 1455, intending to be all of Lot 29x, Block 66 and being a portion of that tract of land described by deed to D.R. A 2.420 acre tract of land situated in the Eli Shriver Survey, Abstract No. 1455, intending to be all of Lot 44x, Block 81 and being a portion of that tract of land described by deed to D.R. Horton-Texas, Ltd., recorded in County Clerk's Instrument No. D204401145, Deed Records, Tarrant County, Texas.
In 2003, the Developers approached the Parks and Community Services Department (PACSD) with an opportunity to participate in a grant application with the Texas Parks and Wildlife Department Recreational Trail Fund Program to construct a new recreational trail in the Heritage Addition subdivision to serve a fast growing residential area in far north Fort Worth. In 2004, the City Council adopted a resolution (M&C C-19984) supporting the efforts of the collaborating agencies in seeking federal funding to construct the new trail. The estimated project cost was $115,200.00, of which $92,160.00 were the grant funds requested and $23,040.00 was the local match to be provided by the Developers. At that time, the City committed to providing the appropriate maintenance funds once the improvements were completed and accepted by the City. In 2005, the City was awarded a $92,160.00 grant from the Texas Parks and Wildlife Department Recreational Trail Fund Program for the recreational trail project (National Recreational Trails Fund Agreement No. 149529). Through the use of the grant funds, the PACSD completed construction of approximately 3,225 linear feet of loop trail, three picnic tables and three benches. Along with the efforts of the PACSD, the Developers expended $41,245.30 on one pedestrian bridge, trail grading, erosion control and seeding, a stone retaining wall and other miscellaneous improvements, exceeding the $23,040.00 local match required for the grant application. In addition to the above improvements, the Developers have constructed one playground, provided an additional 200 linear feet of trail, grading, turf establishment and other miscellaneous improvements at the park site at a cost of $155,000.00, exceeding the neighborhood park development fee requirements. The proposed park is located north of Shiver Road, south of Heritage Trace Parkway and west of Ray White Road. The 15.552 acres of dedicated parkland (excluding the playground) will be maintained by Public Improvement District No. 7 as authorized under M&C BH-242 on September 8, 2009, for Fiscal Year 2010. The Parks and Community Services Department will be responsible for the maintenance of the playground equipment in Fiscal Year 2010 at an estimated annual cost of $3,540.00. The parkland is located in COUNCIL DISTRICT 2, Mapsco 22Y and 36C. |
