The City's compliance with state and federal environmental regulations for the Clean Air Act, Clean Water Act, hazardous waste issues, the City's petroleum storage tank remediation program and other environmental projects requires that the various projects be completed in a timely manner. To facilitate the City's compliance, the services of an environmental and engineering consulting firm are required. The City has contracted for environmental and engineering services since 1989. Over the years, services have included oversight of various site cleanups/closures, upgrade and replacement of City-owned underground storage tanks, groundwater monitoring at contaminated sites, site assessments, corrective action plans, reviews of various structural storm water/flood control devices, spill prevention control and countermeasures plan preparation, review and certification, remediation system design, air modeling, air sampling and coordination with the State to develop clean-up strategies. Projects planned for the coming year include Voluntary Cleanup Program (VCP) site assessments, monitoring and reporting to the Texas Commission on Environmental Quality at two actives sites, Texas Risk Reduction Program (TRRP) and former Leaking Petroleum Storage Tank (LPST) site assessments, monitoring and reporting to the TCEQ at four active sites, professional consulting on the State Highway 121T and Trinity River Vision projects and other projects as they arise during the course of business. The qualifications packages were evaluated based on a pre-determined combination of qualitative and quantitative (point) measures. These measures included, but were not limited to, experience, qualifications, legal history and work history. Based on the total point distribution of the measures, two firms were selected to make oral presentations. City staff recommends the contract be awarded to Enercon Services, Inc., because of their broad experience and innovative approach to solving environmental issues. Their experience includes: - Extensive knowledge of the Texas Risk Reduction Program (TRRP) and Petroleum Storage Tank (PST) rules and regulations;
- Numerous Voluntary Cleanup Program (VCP) and Innocent Owner/Operator Program (IOP) site applications, assessments, monitoring efforts and/or closures;
- Phase I ESA work on commercial, industrial, residential and undeveloped lands;
- Phase II ESA work including soil, water and air sampling for a range of contaminants including, but not limited to, volatile organic compounds, hydrocarbons, metals, pesticides, herbicides, etc.;
- Spill Prevention Control and Countermeasure (SPCC) Plan and Stormwater Pollution Prevention Plan (SWPPP) development and implementation;
- National Environmental Protection Act (NEPA) Categorical Exclusion and Environmental Assessment work including report preparation, submittal and approval with the applicable federal agency; and
- Air pollution experience including emissions source testing and calculation for compliance with and development of, air permit information.
RENEWAL OPTIONS – This contract may be renewed for up to two successive one year terms at the City's option. Renewal may be effective by notice in writing by the City Manager, or his designee, to the contractor within 30 days of the expiration of the prior term. This action does not require specific City Council approval, provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. Enercon Services, Inc., is in compliance with the City's M/WBE Ordinance by committing to 15 percent M/WBE participation. The City's goal on this project is 15 percent. |
