SUBJECT:   Authorize the City Manager to Initiate Rezoning of Certain Properties at 1401 Altamesa Boulevard and 7000 Camelot Road and in the 6800 Block of Crowley Road in Accordance with the Comprehensive Plan

RECOMMENDATION:

It is recommended that the City Council authorize the City Manager to initiate certain zoning changes at 1401 Altamesa Boulevard and 7000 Camelot and in the 6800 block of Crowley Road as depicted in Attachment A, in accordance with the Comprehensive Plan.

 
DISCUSSION:

On November 21, 2000, the City Council received Informal Report No. 8289 regarding procedures for City Council-initiated rezoning of properties to make the City's zoning districts more consistent with the adopted Comprehensive Plan. The procedures involve:

1. Verifying that the zoning changes are consistent with the City's Comprehensive Plan;

2. Allowing interested City Council members to conduct one or more informational meetings in or near the proposed zoning districts in order to explain the proposed changes to affected property owners;

3. Briefing the City Council on the proposed zoning changes, after which the City Council shall indicate whether or not it wishes to initiate those proposed changes; and

4. Placing an appropriate Mayor and Council Communication on the agenda for the next regular City Council meeting authorizing the Planning and Development Department to prepare an appropriate rezoning application and schedule the application for the next available public hearing by the Zoning Commission.

In May 2009, Councilmember Jordan mailed letters to the affected property owners on Altamesa Boulevard, Camelot Road, and Crowley Road regarding proposed Council-initiated zoning changes consistent with the Comprehensive Plan.  No response has been received to date.

Councilmember Jordan has requested that the City Manager initiate the rezoning process for 1401 Altamesa Boulevard, 7000 Camelot Road, and the 6800 block of Crowley Road, as depicted in Attachment A.  These parcels are used as an electrical substation, overhead transmission lines, and vacant land and are designated as single-family and infrastructure in the Comprehensive Plan. The properties are currently zoned "C" Medium Density Residential, "CF" Community Facilities, and "E" Neighborhood Commercial, as depicted in Attachment B.  Based on existing land uses, as well as on land use policies in the Comprehensive Plan, staff recommends rezoning the area to "A-5" One-Family and "CF" Community Facilities. The City Council received an Informal Report on October 27, 2009, describing the proposed zoning changes.

Approval of the M&C will allow the City Manager to submit a rezoning application for public hearing by the Zoning Commission on December 9, 2009 and, if recommended for approval, for public hearing and action by the City Council on January 5, 2010.

The subject property is located in COUNCIL DISTRICT 6.
