The Fire Department currently uses Bullard Thermal Imagers to aid firefighters to locate fire victims in heavy smoke conditions encountered in structural fires. The Department will use this agreement to purchase new imagers to replace damaged and worn equipment on an "as needed" basis. The imagers offered through Texas Association of School Boards (TASB) is identical to current equipment used by the Fire Department.
JUSTIFICATION - This procurement should not be delayed. Thermal imagers are needed to replace damaged units that are irreparable and standardize all imagers throughout the department for maintenance and training. This recommendation represents the lowest cost option to supply thermal imagers to the Fire Department. ADMINISTRATIVE INCREASE - An administrative increase or change order for this Agreement may be made by the City Manager, or his designee, for an amount up to $12,500.00 and does not require specific City Council approval so long as sufficient funds have been appropriated. PRICE ANALYSIS - The thermal imagers pricing for the Fire Department will not change from pricing that has been in effect since March 2007. The prices were obtained from Metro Fire Apparatus Specialists, Inc., using the Texas Association of School Boards (TASB) BuyBoard Contract No. 284-08. The Fire Department has reviewed the pricing and finds it to be fair and reasonable. State law provides that a local government purchasing an item under a cooperative purchasing contract satisfies any State law requiring that the local government seek competitive bids for purchase of the item. TASB contracts have been competitively bid to increase and simplify the purchasing power of local government entities across the State of Texas. M/WBE - A waiver of the goal for M/WBE subcontracting requirements was requested by the Purchasing Division and approved by the M/WBE Office because the purchase of goods or services is from sources where subcontracting or supplier opportunities are negligible. AGREEMENT TERM - Upon City Council approval, this Agreement will begin November 17, 2009 and end March 31, 2010 to correspond with the TASB Contract Term.
RENEWAL OPTIONS - This agreement may be renewed at the City's option for a one year term beginning April 1, 2010 and ending March 31, 2011, to correspond with the TASB Contract term. This action does not require specific City Council approval provided that the City Council has appropriated sufficient funds to satisfy the City's obligations during the renewal term. |
