RECOMMENDATION:

It is recommended that the City Council approve the applications from multiple property owners for verification of the Historic Site Tax Exemption for 2100 Tremont Avenue, 2104 Tremont Avenue, 2425 North Edgewood Terrace, 1924 Sixth Avenue, 1512 Lipscomb Street, 2218 Harrison Avenue, 2216 Fifth Avenue, 1700 Fifth Avenue, 1211 Park Place, 2200 Washington Avenue, 2204 Fifth Avenue, 1808 Fairmount Avenue, 1523 Alston Avenue, 2017 Hurley Avenue and 1626 Lipscomb Street.

The owners of the above properties have applied for verification of exemption from City taxes. The Historic and Cultural Landmarks Commission (HCLC) approved both the applications for partial tax exemption and the Certificate of Appropriateness, where applicable, for the rehabilitation of these properties at public hearings on September 14, 2009, October 12, 2009, December 14, 2009, and January 11, 2010.

The owners have completed the required rehabilitation of the designated buildings. They are eligible for verification of their exemption from City taxes because:
  

* The work was completed in compliance with rehabilitation standards; and
* The rehabilitation costs equal or exceed the required expenditure of 30 percent of the assessed value of the improvements or $3,000.00, whichever is greater.

The properties have been rehabilitated and the applications are being returned to the City Council for verification of completion of the projects. If the City Council verifies tax exemptions for the Historic and Cultural Landmark properties, the assessed values of the improvements and the land will be frozen for a 10 year period at the pre-renovation values listed below:
