Approve and Accept, if Awarded, a Grant from the Federal Aviation Administration in an Amount Up to $1,200,000.00 to Design and Construct Airfield Pavement Rehabilitation and Airfield Joint Repair; Design and Construct Runway Guard Light Rehabilitation, Replace Airport Rescue and Firefighting Emergency Communication System and Purchase Airport Rescue and Firefighting Vehicle and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)


RECOMMENDATION:

It is recommended that the City Council:

1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Federal Aviation Administration in an amount up to $1,200,000.00 to design and construct airfield pavement rehabilitation and airfield joint repair; design and construct runway guard light rehabilitation and purchase an Airport Rescue and Firefighting Vehicle at Fort Worth Alliance Airport;

2. Authorize the use of land credits in the amount of $63,157.89 for the City's in-kind local match of five percent of the project cost; and

3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Airports Grant Fund by $1,263,157.89 subject to receipt of the grant.

 
DISCUSSION:

Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement and Non-Primary Airport money from the Federal Aviation Administration (FAA). This is based on the amount of cargo activity from the previous calendar year and discretionary dollars available in the airport improvement program. The total amount of entitlement and non-primary airport money available to Alliance Airport this year is an amount up to $1,200,000.00.

Upon receipt of a grant from the FAA, this Airport Cargo Entitlement and Non-Primary Airport money will be used to:

1. Design and construct Airfield Pavement Rehabilitation (Runway, Taxiways, Aprons and Shoulders, Full and Partial Depth Repairs);
2. Design and construct runway guard light rehabilitation;
3. Replace Airport Rescue and Firefighting (ARFF) Emergency Communication System; and
4.
Purchase Airport Rescue and Firefighting (ARFF) vehicle.

Fort Worth Alliance Airport is located in COUNCIL DISTRICT 2.

 
FISCAL INFORMATION/CERTIFICATION:

The Financial Management Services Director certifies that upon approval of the above recommendations, receipt of the grant and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Airports Grant Fund.
