Parking Meters
High-traffic areas and the need for fast turnover, dictate where the City places short-term meters. Meters are either one-hour, two-hour, four-hour or 10-hour time limit. Short-term meters are located in the central business district and along University Street near TCU.
Meter Rates:
- One-Hour Meters — $1.25 per hour
- Two-Hour Meters — $1.25 per hour
- Four-Hour Meters — $0.75 per hour
- 10-Hour Meters — $0.30 per hour

Visitors are charged to park at meters from 8 a.m. to 6 p.m. After 6 p.m., Saturdays and Sundays are free. Some holidays are free too.
These holidays include:
- New Year’s Day
- Martin Luther King Jr.’s Birthday
- President’s Day
- Memorial Day
- Independence Day
- Labor Day
- Thanksgiving Day
- Thanksgiving Friday
- Christmas Day
Meter parking is always free to vehicles who display disabled veteran license plates or handicap permits. These vehicles must adhere to the time limits placed on parking at these meters.
Bagged Meters
Meters that have bags, have been rented and are not available for public parking. Vehicles are subject to being towed if parked at one of these meters.
Meter Feeding
City Council approved a ban on “meter feeding” in November 2005. This regulation creates “turn over” and opportunities for others to park. Drivers, who park at meters, are required to move their vehicles when time limits expire. Drivers cannot insert more coins to extent the time on the meter.
Visiting City Hall or the Water Department Downtown?
Twenty-eight parking meters adjacent to City Hall and three parking spaces in the south “horseshoe” are available for customers who have business in City Hall. The surface lot south of City Hall located between Jennings and Monroe streets has free parking for City Hall customers. There is a three-hour time limit for using this lot.
Water Department customers may use the eight free (three are handicap) spots located south of the City Hall annex building on Monroe Street. Time limit for this area is 30-minutes.
Need to rent meters for a special event or construction?
Parking meters may be rented for special events or in conjunction with construction work being performed in the street, sidewalk or adjacent property.
An initial fee of $20 plus $6 per meter per day is required.
Requests for rentals should be directed to the Transportation and Public Works Department Traffic Engineering Division’s Street Permit Center no later than 1:30 p.m. the day before meters are needed.
