What are the qualifications for the program?

  • Be a Fort Worth water customer;
  • Own or rent a home that was built prior to 1994; and
  • Home must have existing high flow toilets over 3 gallons per flush (gpf). Retrofitted toilets that use 1.6 gallons per flush do not qualify for replacement.

Can I apply if I rent?

Yes, you can apply if you rent a home. Renters are required to have their landlord complete the Landlord Consent Form, which must be submitted with the application.

Apartment renters are not eligible for this program. However, your apartment complex may be eligible to apply through our Commercial Distribution Program.

What kind of toilets are available through the program?

Program toilets are the Sydney Smart model, manufactured by Caroma. These are dual-flush, ultra-high efficiency toilets, using no more than 1.28 gallons per flush (gpf), with a proven track record for efficiency and performance.

ADA toilets are also available and require doctor's vertification. The round toilet is 15" high and ADA models are 17" high. Elongated toilets are not offered through this program.

How can I determine if my toilet is high-flow?

To see how much water your toilet uses, look for a date or number imprinted in the porcelain. It’ll be under the tank lid, inside tank wall or near the toilet seat hinge. The date is the year it was produced and the number, if followed by L, represents liters of water used with each flush. Based on the year, the toilet uses the following gallons of water per flush (gpf):

• Before 1985: 5 to 7 gpf (gallons); 18.93 - 26.5 liters

• 1985-1994: 3.5 gpf; 13.25 liters

• After 1994: 1.6 gpf

What are the color choices? 

Toilets are only available in white.

Are these quality toilets?

Yes, toilets provided through this program are WaterSense approved.  This means they have gone through rigorous lab testing for efficiency and performance and must meet a minimum standard to be certified.

Who pays for the installation?

The homeowner is responsible for installation within 30 days of receipt. The City of Fort Worth recommends using a qualified plumber.

Does this toilet clog easily?

If you have small children who put things in the toilet or have problems with clogs and blockages, you'll appreciate the  4" trapway of this toilet compared to the standard 2.25" trap of most toilets. The increased trap will virtually eliminate blockages and clogs.

Can I be reimbursed if I have already purchased a high efficiency toilet?

No. SmartFlush is a distribution program, not a rebate program so there are no reimbursements for previously purchased toilets.

Can I email an application?

Applications can be SCANNED and then emailed to waterconservation@fortworthgov.org.  This will ensure a signature of agreement.  You can also mail or fax it to the listed numbers.

What is the process?

  • If you qualify for this program, you will receive a voucher in the mail to pick up your free toilet from the supplier.
  • You have 30 days to install the toilet.  The City of Fort Worth recommends using a qualified plumber. 

How long will it take after I submit my application to find out if I am approved?

The typical response time will be 6-8 weeks after application submission.

After the allotted number of toilets for this year are gone, will you maintain a waiting list for the following year?

No.  After all budgeted funds are expended, applicants will be contacted and advised to reapply the following October. A waiting list will not be maintained, nor applications accepted until the new program year resumes.

Why is there an inspection?

The SmartFlush Program's goal is to realize water savings by replacing high-flow toilets with new water efficient models.  The inspection is to verify that the new water saving toilets have been installed toward this goal.

What is the warranty?

These toilets carry a 10-year manufacturer's warranty. The City of Fort Worth assumes no responsibility for defects or performance problems.
