Wastewater enters the Village Creek Wastewater Treatment Plant from the city of Fort Worth and 23 wholesale customer cities. Pretreatment Services monitors this wastewater for toxic substances that could create a hazard in the sewerage system, inhibit or damage the plant's treatment processes.

The City of Fort Worth Department of Environmental Management is responsible for maintaining and monitoring water quality in urban lakes, rivers, neighborhood creeks, and storm drains. This responsibility is managed by the department's Water Quality Section. Storm drain systems are designed to remove storm water runoff from urban areas. In this part of the country, storm water sewer systems are separate from wastewater sewer systems, and untreated runoff flows directly to the nearest bodies of water. Unfortunately, any pollutants such as pesticides, oil, and detergents that are present on urban land, streets, or other surfaces are carried along. This also means that anything a person might pour into or dispose of in a storm drain inlet goes directly into a body of water the next time it rains. Environmental Management has received numerous state and national awards for its storm water program, and its storm water ordinance is included by the U.S. Environmental Protection Agency in its list of model ordinances.
