s. frank crumb S. Frank Crumb, P.E. is director of the City of Fort Worth Water Department, which provides water and wastewater service to more than 850,000 people in Fort Worth and surrounding communities.

Prior to being named director, he served in an acting capacity for about 15 months. Previously, Frank served as assistant director of Business and Planning Services and, prior to that, as engineering coordinator. 

During his tenure, Frank has been responsible for overseeing capital projects planning for water and wastewater expansions during the course of the last 20 years. This included the Eagle Mountain Water Treatment Plant construction in 1992 and its 40 million gallon per day (mgd) expansion in 2000. Other major projects were oversight of the $230 million Wet Weather Program to upgrade the collection system, Village Creek Wastewater Treatment Plant expansion from 96 mgd to 166 mgd and Rolling Hills capacity expansion from 80 mgd to 200 mgd.  

Frank's involvement led to the development and implementation of Impact Fees in the City of Fort Worth in 1989. He was also instrumental in implementing cost of service based retail rates in the early 90s, and establishing a Citizens Advisory Committee for annual updates.

He has a Bachelor of Science degree in Civil Engineering from Texas Tech University and a Masters of Engineering from Texas A&M University. Frank is a Professional Engineer with more than 25 years of water utility experience.
